"This research investigates the factors causing a young ex-convict to reoffend in narcotic crime. The data obtained from the youth detention centre of Blitar which reports the number of repeat offenders involved in the crime implies that narcotic abuse is also common among young people. This is contrary to what has been believed that children are responsible for the future of the nation. With an empirical method, criminology and socio-juridical approach, this research indicates that the causing factors triggering a young ex-convict to reoffend constitute internal factors (age, perspective, religion, and understanding of law), external factors (family, economics, and environment), and other factors represented by the young ex-convicts per se and the decision to use the drugs. The theory of criminology used to analyse these factors involves sociological, psychological, and typological approaches. The theories of causality of crime involve anomie, group, ecological, economic factor, and differential association theories. The research has found out that the officers in charge of the detention centre have taken measures accordingly; however, some issues came from institutional factors and the condition in which the young offenders concerned tend to be too introvert, emotionally unstable, self-defending, and dishonest. Some persuasive measures of building children’s confidence and giving more attention to young repeat offenders in narcotic cases should be taken into account.
